This page will contain information that the Borough needs to make available to the general public.  This will include information related to regular and special meetings, job and ordinance advertisements, and similar types of postings.

Following is a schedule of public meetings to be held by Conway Council and it's appointed boards and committees for 2010.

Council:  A Workshop meeting is held the 1st Wednesday of each month at 7pm.  The Regular monthly meeting is held the 3rd Wednesday of each month at 7pm.  All meetings are held in the Conway Volunteer Fire Department Hall on Foote Street.

Council committee meetings can be held either the 1st and 3rd Tuesday, or the 2nd and 4th Wednesday of each month at 7pm.  Please check with the Borough Office or calendar of events to see if a meeting(s) is scheduled for a given date / time / location.

Council will have it's reorganization meeting on Monday, January 4th at 6:30PM at the Foote Street Fire Department hall.  Despite this meeting - there WILL BE A Workshop meeting on Wed., Jan. 6th.

Planning Commission:  Meetings are held the 4th Tuesday of each month at 7pm at the Conway Volunteer Fire Department on Foote Street. (subject to having business to conduct).

Holiday Garbage Pick Up

Due to the Christmas and New Year's Day Holidays both falling on Fridays this year, Garbage Pickup will be delayed 1 day both of those weeks.

PennDOT Rail Plan Public Comment

Public Comment Invited on State Passenger, Freight Rail Plan

Harrisburg - The public is invited to comment on the Pennsylvania Intercity Passenger and Freight Rail Plan, which provides guidance for investing in future rail needs and potential ways to enhance passenger and freight rail development in the state, supporting economic growth and environmental sustainability.

"Passenger and freight rail are important infrastructure components in Pennsylvania and demand is growing for each of them," PennDOT Secretary Allen D. Biehler, P.E. said.  "This plan will help us inventory our current infrastructure, future needs and facilitate cooperation between the two modes through future federal and state rail investments.

The final plan will serve as a planning document for federal and state rail investments within the commonwealth; create the base document for additional analyses of goods movement in other modes; and fulfill the requirements of the Railroad Safety Enhancement Act of 2008, State Rail Plans and the Pennsylvania Rail Freight Preservation and Improvement Act Comprehensive Rail Freight Study.

"Public feedback on this rail plan allows us to hear concerns and input, which is a vital step in the transportation planning process," Biehler said.  "Also, the public can learn where we are and what the future of passenger and good movement in Pennsylvania could hold."

PennDOT developed this draft plan through a substantial partnership with public and private sector stakeholders, including carriers, shippers, developers, labor, private entities, and public agencies.

Important information was mailed to all residents of Conway recently explaning our Garbage and Recycling program and our new contractor, Valley Waste Service, Inc.

Leaf Pick-up 

Conway Borough will begin its Fall curbside Leaf Pick-up next week.

Residents must put leaves along the curb line of their property on designated days.  In areas of the Borough where it is not possible to put leaves at the curb, they may be placed into paper, bio-degradable bags and left near the curb for the Public Works employees to pick-up and dispose of.

Leaf pick-up for 2009 is scheduled to begin on Tuesday, October 13th and Wednesday, October 14th......Weather Permitting.

Leaf pick-up will continue at least until 12/9/09, but could be extended if the weather permits additional pick-up.

The Downtown section of town will be collected on Tuesdays.

The Uptown section of town will be collected on Wednesdays.

Both loose leaves and bio-degradable / recyclable bags full of leaves will be picked up from the curb.

MS4 Communities - Car Washing Brochure

**The following notice is being posted at the request of the Beaver County Planning Commission to ensure that Conway complies with DEP requirements.**

Attention MS4 Communities:

The Beaver County Planning Commission with your partnership ran an advertisement in the Beaver County Times on February 18, 2009.  There was a typo in the ad stating that when washing your car you should drain into a stormdrain.  THAT IS NOT SO.

We do ask that if you recieve calls on the appropriate way to dispose of polluted water to refer them to the DEP website or the attached EPA brochure. 

To those of you completeing your MS4 Reports that are due June 9, we have contacted DEP and they are allowing us to notify the public of this mistake by notifying residents during public meetings, municipal newsletters and websites, and other publice outreach.  We will not re-advertise and incur the cost but we will make sure that next years ad is corrected.

PennDot Offers Email Information to Motorists

PennDot District 11 is offering email traffic alerts and road work advisories directly to motorists, commuters, and residents in an effort to improve communications with the traveling public.  Providing an email address to the PennDot District 11 press office registers you for the service.  You can specify what information you want to receive from a list of available categories. 

Registration is available through the District 11 website www.dot.state.pa.us clicking 'PennDOT Near You'; '11', and then 'District Information' or by calling 412 429-5010.

Deadline Extended and New Web Tool for Property Tax / Rent Rebate Program

The deadline to apply for Pennsylvania's Property Tax / Rent Rebate Program for older adults and residents with disabilities has been extended from June 30 to December 31.  The rebate program benefits eligible Pennsylvanians who are 65 years old and older, widows, widowers who are 50 years old and older, and people with disabilities who are 18 years old and older.

The PA Department of Revenue automatically calculates suppplemental rebates for qualifying homeowners.  As specified by law, rebates will begin to be distributed on July 1.  After June 30, rebates will be distributed as claims are received and processed. Property Tax / Rent Rebate claim forms (PA-1000) and information are available online at www.PaPropertyTaxRelief.com and by calling 1-888-222-9190.  Forms and assistance also are available at PA Department of Revenue district offices, local area Agencies on Aging, senior centers, and state legislator's offices.

The status of claims filed can be checked online at www.PaPropertyTaxRelief.com or by calling 1-888-PATAXES six weeks after submitting a Property Tax / Rent Rebate application.

The income limit is $35,000 (which excludes half of Social Security income) for homeowners and $15,000 for renters, with the maximum standard rebate for both homeowners and renters is $650.

Properties Being Checked for Violations

The Conway Planning Commission is working with the Police Department to canvass the Borough to ensure that property owners are not violating local ordinances regarding rubbish, junk vehicles, high grass and weeds on the property. 

Violators will be given a written notice of violations and a grace period to correct the problem.

Conway residents are also reminded that it is a violation of the storm water management ordinance to blow or sweep grass into the streets.

Outdoor Burning Notice

Per Chapter 75 of Conway Borough Ordinances, Outdoor fires are permitted, but must be built in and confined to a non-combustible container and attended by a 16 year-old older until safely and completely extinguished.  Fires are not permitted within 15 feet of any building and are only permitted on Tuesday and Wednesday between 6am and 6pm.  Fires are not permitted on a holiday. Burning is limited to paper, cardboard, and wood.

**Exceptions to this ordinance are allowed only with a permit received from the Fire Chief.

Fireworks Notice

Residents of Conway Borough are reminded that the possession and usage of fireworks is illegal in Pennsylvania.  Anyone who transports into, possesses, uses or sells fireworks within the Commononwealth of Pennsylvania without permission from the appropriate authorities is subject to criminal and civil penalties.  Legal fireworks are limited to "ground and hand-held sparkling devices," "novelties" and "toy caps."

2009 Budget

Each year Conway Council has the responsibility to enact a balanced budget.  The budget summarizes the revenues and expenditures the Borough expects to encounter during the course of the coming fiscal year.

There is NO tax increase for 2009 in the General Fund.  

2009 Water rates will increase by the 14.5% that was approved at the same time as the 2008 budget.  Sewer rates will remain unchanged for 2009.

Notice of Meeting

Notice is given that the Borough of Conway Council will begin their regularly scheduled Workshop Meeting scheduled for 7:00 p.m. on Wednesday, August 6, 2008, at 6:00 p.m. for the purpose of discussing Volunteer Fire Companies with representatives from Freedom Borough and any other general business.  The meeting will be at the Fire Department Banquet Hall, 900 S. Gross Street, Conway, PA 15027
